Have you already checked if your project can be supported by IFRRU 2020?
If so, only 3 Steps are requested for preparing the IFRRU 2020 Loan Application:
Since every project has to be located in an Urban Rehabilitation Area (ARU) and additionally (to be supported by European Funds) be located in the area defined in "Plano de Ação de Regeneração Urbana (PARU)" or "Plano de Ação para as Comunidades Desfavorecidas (PAICD)" - plans that are approved by each Municipality-, all projects must be assessed by the Municipality services where the project is located.
Thus, it is required to contact the respective Municipality, in order to obtain their binding opinion related to the framework of the project.

In this request for opinion, the candidate shall submit the following information.

All projects supported by IFRRU 2020 must contribute for increasing the energy performance of the renewed building. In order to assess this, it is necessary to carry out an energy certification before and after the intervention. Qualified experts are instructed to do so. Thus, you only have to inform the expert that you intend to apply for IFRRU 2020.
Therefore, prior to the request for funding, the candidate must either certify the building/units or update an existing energy certificate, through one of the experts qualified by ADENE.
The audit carried out by the expert this certification will identify the current energy performance of the building and, specifically for housing buildings, the measures that result in the best balance between cost and benefits in energy efficiency.
Expenditure on energy certification is an eligible expenditure under IFRRU 2020.
Note: In order to properly instruct the application for funding, the qualified expert must include in the energy certificate specific information required by IFRRU 2020, in accordance with ADENE guidelines. - document "ORIENTAÇÕES TÉCNICAS ESPECÍFICAS NO ÂMBITO DO SISTEMA DE CERTIFICAÇÃO ENERGÉTICA DOS EDIFÍCIOS" release by ADENE on the 13th november 2017.
The application for IFRRU 2020 is submitted directly to the selected banks: BPI, Santander and Millennium BCP.
After confirming that the eligibility requirements of the beneficiaries are fulfilled, the application can be prepared by integrating the following elements:
Description of the project, containing at least:
1. Rationale of investment costs as well as the identification of risks associated with the project, namely due to the existence of archaeological findings in the area;
2. Demonstration of cost reasonability, based on at least 3 valid budgets (or in public procurement procedure, if applicable);
3. In case the building is intended for economic activities: business plan, including financial feasibility study related to the project, map of cash flows, evaluation of the financial risks associated with the project; profitability and feasibility indicators and sensitive analysis.
Documents proving a prior control of the urbanistic operation where applicable - (license - "licença" or title of prior notice - "comunicação prévia", whichever is applicable) and environmental licensing;

Applications shall be submitted to the selected banks through their commercial network at any time, that is, without prior application periods and without limits to the number of applications per candidate.
Note: Prior to the request for financing, construction works related to the project can not be started. Start of construction works means the first firm commitment to order equipment or any other irreversible investment, whichever comes first. However, the purchase of land and the preparatory procedures, such as obtaining licenses and carrying out feasibility studies, are not considered to be the start of works.
